Could you please explain the frequent and annoying “white powder spills” that disrupt commute hours?

There are people who work for the Highway Dept. whose sole job it is to spill mysterious substances on highways, of course! They do this work in the dead of night or during peak commute hours. We have been able to confirm that the drivers of these vehicles are trained actors who actually impersonate real truck drivers. The trucks that spill the mysterious white powder often display a sign that reads “How Am I Driving?” followed by an 800 number. If you dial that number, you hear a piercing tone that leaves you with a headche for days afterwards. The white powder seems to most often be titanium dioxide mixed with gallium arsonate, a compound frequently found in meteorites. I won’t even speculate on its relationship to UFOs. The more we find out, the less we know.
